Webinar #55 June 4, 2021 “HELP! Ayaw Magpabakuna ni Lolo at Lola” Special Topic
Recent evidence shows that only 11% of senior citizens are vaccinated, despite the availability of vaccines. Why is the turnout so low? Is it because of fear of side-effects? Is it fear of lining up too long in the heat? Is it the fear of getting COVID-19 because of crowded vaccination centers? How can we make it easy and convenient for our seniors to get protection against COVID-19?
In this episode of STOP COVID DEATHS, “HELP! Ayaw magpabakuna ni Lolo at Lola”, we will dig deeper into vaccine hesitancy among seniors. Dr. Teodoro J. Herbosa, Special Adviser to the National Task Force on COVID-19 will share the latest data showing low engagement of seniors in vaccination programs. Gerontologist and head of the NIH Institute on Aging, Dr. Shelley Ann F. De la Vega will talk about the inconveniences and struggles that seniors endure to get vaccinated. Former DOH Secretary Dr. Enrique T. Ona, Jr. will provide some reflections on how the system can be improved, while CHED Commissioner Dr. Lilian De Las Llagas will provide the Public Health perspective on how coverage of senior citizens can be improved. In order to provide more insights on why most Filipino Senior Citizens refuse to be vaccinated, the audience is encouraged to share their experiences on vaccination of seniors in their households.
Be part of the solution to the problem of vaccine hesitancy among our seniors. We all have older persons in our lives who really need our support now — so that they can be protected against COVID-19.

Webinar #56 June 11, 2021 “Is my LGU Prepared for COVID-19 Vaccine Roll-out? Part 2” Special Topic
More vaccines have arrived; move vaccines are coming. There is reason to be optimistic. There seems to be a light at the end of the tunnel. But are our people prepared for this? Do they know where to go for registration? Are they aware of how to prepare for vaccination? The responsibility for preparing citizens to receive vaccines involves many different players, but none is more important than your local government unit. LGUs are managing the supply chain, as well as the information campaign to generate demand for the vaccines.
In this episode of STOP COVID DEATHS, Dr. Peter Julian A. Cayton of the UP Pandemic Response Team and Associate Professor with the UP School of Statistics will present the stories behind the COVID-19 vaccination roll-out and implementation statistics. Representing the local government units in NCR, we have Mayor Francis Javier M. Zamora of San Juan City and Dr. Christia S. Padolina of Navotas City; while to give us a picture of how things are outside NCR, we have Mayor Maria Ofelia O. Alcantara of Tolosa, Leyte and Dr. Mariano Antonio T. Banzon of Balanga, Bataan. Finally, the private sector outlook and the importance of strategic communication will be emphasized by the Chair of the Task Group on Strategic Communications with Task Force T3, the Managing Director of McDonald’s Philippines, Margot B. Torres.
We will listen to plans, accomplishments and innovations that we can all learn from and keep an open mind in innovating and improving on our vaccination system for this generation and the succeeding ones.

Webinar #57 June 18, 2021
“GAGALING PA BA AKO, DOC? Mga Pangmatagalang Komplikasyon ng COVID-19” Virtual Grand Rounds
More than a year after the start of the COVID19 pandemic, we now know that some patients have new, recurring, or ongoing symptoms and clinical findings more than four weeks after infection. Under the broad heading of “post-COVID conditions”, longer term effects can occur even in those with mild or asymptomatic infections.
These conditions post-acute COVID-19, long-term effects of COVID, long COVID, post-acute COVID syndrome, chronic COVID, long-haul COVID, late sequelae, and the research term: Post-Acute Sequelae of SARS-COV-2 (PASC). These conditions are being researched, but in general it means that the patients with infection do not return to the usual state of health following a COVID-19 infection.
Psycho-social and mental health conditions are also reported including post-traumatic stress disorders, depression, anxiety and mood changes. COVID-19 causes multi-organ or systemic effects that are inflammatory in nature and this may create higher risk for individuals with comorbidities such as diabetes, cardiovascular disease, chronic obstructive pulmonary disease.
Some long term effects of COVID-19 treatment or hospitalization have also been noted from intubation, severe weakness and muscular deconditioning from not being able to move while on a ventilator. Another term that is emerging is “long COVID” characterized by recurring or continuing symptoms even after the infection has cleared. These include fatigue, “brain fog”, aches and pains, headache, cough, depression, anxiety, among others.
In this episode of STOP COVID DEATHS Virtual Grand Rounds, Post-COVID conditions will be discussed based on a case study from the Philippine General Hospital. The case will be presented by Dr. Ian Gabrielle Hipol and discussed by Dr. Marishiel Samonte, both from the Dept. of Family and Community Medicine of UP-PGH. Reactors include Dr. Leonora Fernandez from the Division of Pulmonary Medicine, Dr. Sharon Ignacio from the Dept. of Rehabilitation Medicine, and Dr. Sedric John V. Factor from the Dept. of Psychiatry and Behavioral Medicine.
Join us as we discuss the complications of COVID-19 that go beyond the infection.
ULAT invites you to a Special Forum entitled “CoVExit: Getting out of the pandemic | Prospects and challenges” on 18 June 2021 (Friday) at 1-4 pm via Zoom.

Dr. Guido David, a professor at the Institute of Mathematics in the College of Science (UP Diliman), has been modelling CoViD-19 scenarios since the pandemic began in 2020. His research interest is on data analytics and why this is important in policy decisions on managing the pandemic.
Assistant Professor Ranjit Rye at the Department of Political Science in the College of Social Sciences and Philosophy (UP Diliman) specializes in the politics of public policy and has advised government on policy and legislative initiatives.
Dr. Rodrigo Angelo “Butch” Ong, a professorial lecturer at the Science and Society Program in the College of Science (UP Diliman) and member of the International Network for Governmental Science Advice (INGSA), is a physician who specializes in disaster and rehabilitation medicine, with a medical practice in the context of humanitarian response to disasters and pandemics. He trained under INGSA in medical science advice in crisis situations.
Dr. Benjamin Vallejo Jr., a professor at the Institute of Environmental Science & Meteorology in the College of Science (UP Diliman) and also a member of INGSA, is a marine scientist who also trained in science advice for environmental crisis situations with a focus on pandemics and postnormal science approaches in crisis response policy.

The U.P. Center for Women’s and Gender Studies’ (UPCWGS) invites everyone to the next installment of our Site of Convergence: Weaving Tapestries of Knowledge lecture series. Featuring Dr. Kathleen Cruz Gutierrez, our upcoming webinar is entitled “Time’s Up, Academia: Shifting Discourse, Reporting & Mentorship “. It will be on June 22, 2021 from 10am to 12nn (Manila Time) via Zoom. Register via https://tinyurl.com/TimesUpAcademiaNow
Dr. Gutierrez (https://history.ucsc.edu/faculty/profiles/index.php?uid=kgutie20) is Assistant Professor of History at the University of California, Santa Cruz. She specializes in Philippine history, science and technology studies, and modern Southeast Asia. In 2015, she joined the UC President’s Task Force on Responding to Sexual Harassment and Sexual Violence to influence policy reform across the UC system. She also organized with graduate students to demand more transparency for the campus adjudication process, which has since changed to reduce the number of hearings during which complainants are expected to verbally repeat their experiences of sexual harassment or sexual violence. For her efforts, she received the RISE Leadership Award from Berkeley’s Gender Equity Resource Center in 2017. She has shared her insight and experience with UpFront-KPFA (Berkeley, 94.1) (https://kpfa.org/player/?audio=229063), The Guardian, National Public Radio, and most recently, at the “Promoting Gender Equity and Fair Practices in Asian Studies virtual panel of the Association of Asian Studies.
Dr. Gutierrez will talk about how, as a graduate student at the UC Berkeley, she worked to address publicly the failures of sexual harassment reporting and response structures (https://www.dailycal.org/2018/02/13/laying-bare-berkeleys-metoo-moment). Dr. Gutierrez will also have a dialogue with representatives from school-based anti-sexual violence initiatives in the Philippines.
Here are the bios of the advocates who will have a dialogue with Dr. Gutierrez:
Julia Martinez is a high school student from the Philippine Science High School – Main Campus. She is an advocate for creating safe spaces for women and victims of sexual violence. In response to the voyeuristic acts that took place in her school, she proposed a prevention curriculum and harassment intervention plan. This experience has shown her how the fight against sexual violence lies heavily on the governance of our institutions. For her it is as simple as this: If we fail to develop effective policies that protect and empower victims of sexual violence, then we fail to protect our humanity.
Sophia Caagbay is the Deputy for Legal Aid in Sulong!, a youth- and volunteer- run organization that connects victim-survivors of sexual violence to pro bono legal advice, psychological aid, and other services. She is assigned to supervise the fulfillment of all legal bookings and to ensure that legal opinions are filed securely and up to date. One of her advocacies is to uplift mental health as a Registered Psychometrician. She also volunteers for another organization that provides feminist psychosocial support to the survivors of GBV.
Danna Aduna is an instructor of philosophy and the publications and research coordinator of Time’s Up Ateneo (TUA), a collective of survivors and advocates fighting sexual violence in the Ateneo de Manila University (ADMU) and beyond. She was part of the 2019 protests against sexual violence and impunity in ADMU and was one of the TUA representatives who engaged the ADMU administration for policy reforms. She is also part of the TUA research team who worked on a study entitled “Silenced: Retaliation Against Sexual Violence Survivors and Advocates in Schools”, which was presented at the 12th National Conference of the Women’s and Gender Studies Association of the Philippines.
Jaira Del Mundo is in her first year in UP Diliman taking up BA Business Administration and Accountancy. A staunch advocate for safe spaces and a women’s rights activist, she is currently the Education and Research Head of The Sanctuary Project UP Diliman Chapter, a feminist organization that offers psychological and legal first aid services for gender-based violence survivors. As a student responder, she has gone through psychosocial and legal first aid training in order to help victim-survivors of gender-based violence.
The UP Alumni Association (UPAA) is hosting another “e-Kapihan ng Bayan sa UP” via Zoom on 22 June 2021, Tuesday, 10:00-11:00 a.m. (Manila time). The discussion will center on the popular community pantries, which started on Maginhawa Street in Diliman, Quezon City.
The resource speaker will be Ms. Ana Patricia Non, the originator and benefactor behind the original free-food-for-the-poor project called the Maginhawa Community Pantry. She will discuss the whys, whats, and hows of her altruistic brainchild, which has since been cloned in other parts of the city and the country.
Those interested are invited to register with the UPAA Secretariat at Tels. 920-6868; 920-6871; Mobile 0917-8372098; or e-mail [email protected] to get the Zoom meeting ID and their personal participant’s passwords.
Open to all UP alumni, faculty, and students, as well as the general public, e-Kapihan ng Bayan sa U.P. is a public service project of the UPAA which aims to serve as a regular forum for intelligent and constructive discussion of issues relevant to our development as a nation. In a democracy like the Philippines, such public discourse is a valuable tool for guiding the national leaders and all concerned citizens to collectively confront and attempt to resolve the challenges posed by current issues of general concern.
The forum, “A Celebration of LIFE (Livelihood Improvement through Facilitated Extension): A Commemoration of PCAARRD’s 10th year” will acknowledge the enduring partnership between Philippines and Australia through the eight-year ACIAR Mindanao Agricultural Extension Project (AMAEP) project and showcase the LIFE model through a series of presentations and open discussions at the regional, national, and international level.
This forum will be held on June 22, 2021 at 10:00 a.m. The forum will be a special event to commemorate DOST-PCAARRD’s 10th year.
The Forum will present how LIFE has benefitted communities in Mindanao, and feature lessons and insights from those who have implemented the Model including farmer groups, agency extension officers, and key LIFE partners. An added event feature is the formal launch of the special LIFE package consisting of a reference book, video library, and a training manual. The package provides information on how to incorporate the LIFE Model into agri-aqua extension programs.
Forum presenters will share their learnings, experiences, and insights including the developers of LIFE; representatives from the institutions involved in scaling up the LIE Model; speakers from PCAARRD to talk on the national government perspectives of a new extension innovation such as LIFE; and CEO-ACIAR to discuss on Landcare, the genesis of the LIFE Model.

Webinar #58 June 25, 2021 “WHO GETS THE LAST VENTILATOR? COVID-19 Crisis-Level Hospital Care” Special Topic
In a pandemic, scarcity of resources is a given. Historically, pandemics are characterized by shortages of human, financial, material and infrastructure resources. For the COVID-19 pandemic, even developed countries with a tremendous amount of resources for staff, equipment, drugs and medicines – experienced shortages, huge gaps in service delivery and tremendous distress among patients and providers because of ethical and moral dilemmas about who should be prioritized in crisis situations.
What happens in the health facility when 3 people need a ventilator and only one is available?
Should the decision be made by patients? What is the role of the family? Is it for the doctor and the medical team to decide? Are there guidelines to help decide on who gets access to a bed, a drug or a ventilator?
“Who gets the last ventilator”, the title of Webinar 58 – uses the ventilator as a proxy, for any life-saving intervention. The Philippines has not experienced a shortage of ventilators. However, preparedness for a surge requires taking a closer look at our challenges in relation to scarce resources for life-saving interventions. Do we just need more supplies? Do we need a system for sharing of supplies across regions? Do we need guidance on how to manage limited supplies within institutions, across health facilities and monitored centrally across the country?
Join us on a discussion on the ethical dimensions of scarce life-saving interventions. Main presenter is Dr. Leonora Fernandez, Chief of the Division of Pulmonary Medicine, Philippine General Hospital. The panel of reactors include Maria Fatima Lorenzo, President of the Philippine Alliance of Patient Organizations; Dr. Ralph Elvi Villalobos, Consultant with the Division of Pulmonary Medicine at the Philippine General Hospital; Atty. James Dennis Gumpal, Head of the UP Manila Legal Office; and Prof. Leonardo De Castro of the Department of Philosophy with the University of the Philippines Diliman. Opening Remarks will be by Dr Marita Reyes, head of HTAC, former chancellor of UP Manila, former Dean of the UP College of Medicine, with Synthesis and Closing Remarks by the Dean of the UP College of Medicine, Dr. Charlotte M. Chiong.
As COVID-19 forced people to cope with the abrupt changes on the sudden shift to a New Normal, it also opened up a gateway of opportunities for us to explore — from the policies made by governments in addressing the pandemic to their effects across the different sectors in society.
Taking insights from the theme, “The Politics of the COVID-19 Pandemic and the New Normal: Crisis and Opportunities,” this year’s Biennial Eastern Visayas Political Science Conference (BEVPSC) highlights the multi-dimensional crisis and the opportunities brought upon by the pandemic. It aims to stimulate political and policy discourse on the most pressing issues in contemporary politics and society in the context of COVID-19.
To be aware of these issues amid the pandemic is necessary, but for us to be involved in its discourse as members of society is an obligation. Join us this June 25-26, 2021 as we tackle the crisis and opportunities in this pandemic and the New Normal.

The first part of the forum is the lecture of Judge Raul C. Pangalangan, former Judge and President of the Trial Division of the International Criminal Court (ICC), and Professor of the UP College of Law. The lecture will explain the nature of crimes against humanity and the evidence necessary to support their prosecution. The second part of the forum is the presentation by a panel of experts who will discuss the implications of a full investigation on the drug war and the arguments that may arise, as well as their analyses of specific aspects of the ICC procedure involving the Philippine situation. Both the lecture and the discussion of the experts will assist the legal community and the public in understanding the nature of crimes against humanity and its implications on the efforts to seek effective remedy, both for the victims and the Filipino people.

Join the EDP 213 class of the Master of Education Program, under the advisory of Dr. Lita Bacalla, as they’re hosting a webinar on Curriculum Development: Issues and Concerns this June 26, 2021, Saturday at 9:30AM-11:30AM.
