SUMMARY:Political Ecology of Flooding in Coastal Cities in the Philippines
DESCRIPTION:From Biblical narratives in the Book of Genesis to recent intra-disciplinary studies\, floods and flooding captivate attention because of the scale and magnitude of their occurrences and impacts on human lives. Of equal significance is in the dispelling of myths surrounding their origins.\n\nVarious flood studies in the Philippines had been undertaken. Historians like Greg Bankoff (2003) contended that it is in the interplay of environment and society that created conditions of possibility for the advent of riskscapes. Meanwhile an interdisciplinary team of scholars argued that to fully study the implications of geophysical hazards to societal life such as education\, the recognition and consideration of small-scale disaster and floods should likewise be taken up (cf: Cadag\, Petal\, Luna\, Gaillard\, Pambid & Santos\, 2017).\n\nIn a latest study on flooding in the Philippines\, certain discourses used by state actors seek to depoliticize natural disasters by blaming them on climate change.\n\nJoin us for our second Heo/Geo Lecture Series this year as we present Ria Jhoanna Ducusin’s research findings on flooding based on a seven-month period of ethnographic fieldwork in Bacoor City\, Cavite. The talk which is jointly sponsored by the UP Department of Geography and the Philippine Geographical Society is on Friday\, 23 February 2024 at 5:30PM via Zoom. Her talk entitled “Political Ecology of Flooding in Coastal Cities in the Philippines” is focused on coastal environments that are at the greatest risk of the impacts of flooding.\n\nBy asserting that flood disasters are inevitable due to the country’s geographical location\, the government reduces its obligations and conceals the socioeconomic processes that leave vulnerable populations at risk. This misplaced understanding of flooding in the Philippines is what this research examines. Over a seven-month period of ethnographic fieldwork in Bacoor City\, Cavite\, the study delves into the intricate interplay of ecological conditions and socio-political factors shaping flooding. Preliminary findings challenge the prevailing narrative\, shedding light on the dual role of capitalist transformation in both exacerbating and mitigating flood risks. Furthermore\, interviews reveal that flood control infrastructure is perceived as a solution to effectively manage and address persistent flooding. Finally\, the research emphasizes the normalization of living with floods as an integral aspect of urban residents’ lives\, shaped by the intersectionality of various social identities.\n\nRia Jhoanna Ducusin is a PhD Candidate at the Geography program at York University. She also serves as a Graduate Associate at the York Centre for Asian Research (YCAR) and a Visiting Research Fellow at the Department of Geography at the University of the Philippines Diliman. Her research interests lie at the nexus of political ecology and critical disaster studies. Ito ay gaganapin sa ika-23 ng Pebrero\, 2024 mula 10:00 hanggang 11:00 n.u. sa Silid Balatik\, Pavilion 2\, Palma Hall.\n\nAbstract:\n“After the composition of the Boxer Codex\, as the sixteenth century ended\, there would be no more major conquests for the Spanish empire. From this perspective\, the chronicle reads like a swan song of a metropolis afraid to lose its overseas territories in the Pacific. While representing the Visayans as an object of imperial desire\, the Boxer Codex attests to the vitality of a native Philippine society that would not easily submit to conquest. Underneath the imperial jargon lies a description of a Visayan society that\, while certainly not openly anti-imperial\, is vital\, vibrant\, and rich enough to encourage all sorts of alternative readings. Indeed\, the pressures exerted by Visayan resistance on Spanish elite discourse compel it to label natives as barbarians and characterize their attempts to maintain their way of life as inspired by the devil. However\, one can interpret official history as indicative of the contradictions that reflect the consciousness of the subaltern. Given the lack of alternative sources\, we are forced to resort to the Spanish accounts\, but that does not mean accepting them literally. DESCRIPTION:The Department of English and Comparative invites everyone to the lecture “The practice is the research: Creative Writing and the symposium-led model at RMIT University\, Australia\,” by the esteemed writer Michelle Aung Thin on February 19\, 1PM-3PM\, at PAV 1214.\n\nRMIT’s Practice Research Symposium (PRS) is a PhD program for established and mid-career writers that runs in the Asia-Pacific and in Melbourne\, Australia. This talk will discuss the innovative approach this transcultural\, multi-disciplinary\, low-residency program takes to creative writing research. What does practice-led creative writing research look like at the advanced\, PhD level? How can a writer deepen their understanding of their practice to make shifts in their work and transform their practice? What kind of contributions to knowledge ensue? And finally\, what differences have manifested themselves between the PRS program in Asia compared with the newer offering in Melbourne?\n\nMichelle Aung Thin is a Senior Lecturer in the School of Media & Communication at RMIT. Born in Rangoon\, Burma\, she grew up in Ottawa\, Canada and currently lives in Melbourne\, Australia. Her research encompasses cross-cultural identities and the ethics of the intercultural encounter.\n\nHer first book\, “The Monsoon Bride\,” is about mixed-race identity in colonial Rangoon and was shortlisted for the Victorian Premier Literary awards\, unpublished manuscript. Her second\, “Hasina\,” examines the Rohingya genocide and was published as “Crossing the Farak River” in Canada and the USA where it won several awards\, including USSBY outstanding International Book for 2021.
