In an anti-corruption movement\, what significance does outing a corrupt politician hold? When brewing action against state greed\, why is rage propositioned in terms of sexual domination? Laughter is an immediate reaction\, but it reveals to us a glossed over issue on how we use both gender and sex in democratic discourse.\n\nContradiction arises when we indirectly demean through the pronouncements\, we deploy queer groups and victims of sexual violence with whom we share democratic spaces with. Creating such categories of un/acceptability limits the scope of our progressiveness. With LGBTQIA+ groups already under pressure from structural violence\, linguistic and epistemic violence also create further cleavages from within.\n\nGendered language has been a major tool for political organization with the construction of “mothers” and “fathers” of a nation\, the existence of “mother nature\,” the assignment of countries as “she/her” damsels\, and the usage of queer terms to shame and demonize people. Invisibility and restriction of the queer lead to suffering and termination\, as exemplified in cases from the West. These hidden transgressions in LGBTQIA+ politics have shaken Philippine democracy at a level we have not fully articulated yet.\n\nTo discuss queerness is to reveal normativity entrenched in the heterosexual\, it is to make visible the raptures that skew what is deemed to be straight. How do we even pursue progressive queer politics when queer individuals themselves are compelled to follow heterosexual norms? If democracy is claimed as the power of the people\, where is power for those whose identities are used for humiliating the corrupt? Where is power for those who are victimized by those they consider allies?\n\nThe first installment of the UP TWSC 2025-26 Francisco “Dodong” Nemenzo Jr. Public Forum Series focuses on the idea of the queer—both as an identity marker and an analytical lens—in examining Philippine democratization today. We interrogate how imposed heteronormativity affects the political constructions of those within and outside the queer and how these can affect democratic deliberation and contestation. What challenges do we face with the rigidity of heteronormativity? In the debate between identity and difference\, how can queer political liberation be realized? How do we engender genuine recognition\, representation\, and protection of the queer in democratization? This lecture is based on a chapter of the same title first published in the book “The Political Logics of Anticorruption Efforts in Asia.”\n\nDATE: October 28\, 2025 (Tuesday)\nTIME: 2:30 PM – 5:00 PM\nVENUE: Pilar Herrera Hall\, Palma Hall\, University of the Philippines Diliman\nRegister here: https://forms.gle/rGgt5q3fmtPpHbsX6\n\nThe Philippine anti-corruption campaign\, triggered by the recent exposes on elected officials’ cannibalization of the national budget to the tune of billions of pesos\, is gaining steam. Street protests are drawing in greater numbers and becoming more organized with different political groups coalescing around common political calls—a development that follows a distinct roadmap of regime change that emerged with the ouster of the Ferdinand Marcos Sr. regime in 1986\, and was successfully replicated in 2001 against President Joseph Estrada.\n\nThis roadmap that is popularly called EDSA uprising has four main elements: media exposes\, street mobilizations\, parliamentary proceedings (these days in the form of the filing of impeachment)\, and military action. The lecture will seek to answer the question: Will today’s anti-corruption campaign lead to regime change? By way of answer\, the talk will compare the anti-corruption campaigns that targeted Estrada and President Gloria Macapagal Arroyo. Both campaigns followed the EDSA roadmap but the mobilizations against GMA failed not only to oust her in 2004\, but also to serve as a constraint to corruption.\n\nFindings of the present study suggests that that different outcomes can be attributed to the campaigns’ institutional settings and political context that Professor Raquiza calls the proprietary polity—a configuration of elite rule in which\, because of the lack of robust state institutions\, the power of the political leaders derives from their family wealth and social connections while that of the technocrats\, mainly recruited by the President from his or her circle of friends\, campaign advisers\, and allies\, are mainly dependent on the appointing authority. In the comparative study of the two cases\, all other things (i.e.\, media exposes\, social movement\, military action) being equal\, it was control over the Lower House and thus the command over the traditional channel of patronage that decided on the fate of Estrada and Macapagal Arroyo.\n\nFrom a proprietary polity perspective\, to more fully address corruption\, there is a need to strengthen institutional constraints on executive power at the different levels of governance\, and set up cross-class alliances to push for institutional reforms\, including the building of strong independent political parties.\n\nAntoinette R. Raquiza\, PhD is the convenor of the political economy program of the UP Center for Integrative and Development Studies and president of the Asia Pacific Pathways to Progress Foundation\, Inc. She earned both her PhD and MA in political science from the City University of New York Graduate Center and taught Southeast Asian and Philippine Development Studies at the UP Diliman Asian Center. Lee\, PhD\nProfessor\nUP Department of Linguistics\n\n— Linggo ng KAPP —\n\nThe tenth installment of the 2025 Philippine Indigenous Languages Lecture Series (PILLS) will be on the Cuyonon [cyo] lexicon for the intertidal zone. This PILLS lecture is a part of the 2025 Linggo ng Kolehiyo ng Agham Panlipunan at Pilosopiya Celebrations from 20-25 October 2025.\n\nABSTRACT\nThis study builds upon an earlier exploratory work on Island Linguistics in the Philippines (Lee\, 2022) and focuses on the lexicon of the intertidal zone\, a defining feature of small islands and a significant food source for island/coastal communities. Specifically\, this work zeroes in on Cuyonon (ISO 639-3 CYO)\, an island language spoken primarily in Cuyo Islands\, and presents an expanded list of terms in this language related to the intertidal zone\, highlighting significant ontological distinctions (e.g. tubóg ‘tide pool’ vs. bagumbón ‘tidal flat’) and relevant conceptual systems (e.g. enasán ‘intertidal zone with aquatic vegetation’\, bakulód ‘[fringing] coral reef system’).\n\nThe documentation also includes lexicalized forms related to human activities in the intertidal zone and communal strategies and/or cultural practices associated with this whole range of intertidal pursuits. One such communal practice is the building or restoration of atól ‘stone tidal weir’\, a traditional fish trap made by stacking rocks and/or reef limestones to form a dam/fort-like structure. While stone tidal weirs have long been attested in different parts of the world including some areas in the Philippines (e.g. in Panay Island as discussed by Zayas\, 2019)\, this study seeks to provide a novel description of the stone tidal weir using an indigenous ontological frame (in this case\, Cuyonon).\n\nSince intertidal system is a key domain in Island Linguistics\, a more comprehensive lexicon for the intertidal zone could serve as an additional eliciting material or baseline documentation tool for probing island (and to some extent\, coastal) languages in the Philippines (e.g. Island Language Questionnaire in Lee\, 2022). To a broader extent\, this study contributes to a scholarship that foregrounds local epistemologies and the role of indigenous languages in articulating traditional knowledge systems.\n\nReferences:\nLee\, A.P. DESCRIPTION:The Environmental Landscapes Studio Laboratory (ELSL) is excited to present an inspiring lineup of speakers who will share their expertise\, experiences\, and perspectives on how learning shapes landscapes\, minds\, and communities.\n\n🎙️ Jose Antonio Bimbao\, PhD\, loves to ride bikes. He enjoys cycling the most when he can experience unique landscapes while challenging his fitness and perseverance in covering long distances and/or higher elevations. He recently completed his Ph.D. Program on Architecture and Urban Design of the Chaoyang University of Technology (CYUT) in Taichung City\, Taiwan. In CYUT\, he fused his interest in active mobility with his landscape architecture background into a dissertation that focused on the landscape management of cycling recreation. He is currently a senior lecturer at the University of the Philippines College of Architecture\, where he focuses on research about active mobility. His academic experiences include teaching and research\, contributing to the practice of landscape architecture towards a healthier environment.\n\n🎙️ Ho Thi Thanh Nhan\, Design\, PhD\, is currently a lecturer in Interior Design Major\, Arts and Design Faculty and the leader of mentoring group in Social Sciences\, Arts\, and Humanities in Van Lang University. Her research focuses on the traditional arts of Vietnamese ethnic minorities\, particularly those in the Central Highlands of Vietnam (especially the Jrai people). She explores ways to integrate these art forms into new designs\, especially within contemporary living spaces.
