SUMMARY:Health UPdates Webinar #263 "1M Pinoys Displaced by Typhoon Uwan: Paano Ang Kalusugan Nila?"
DESCRIPTION:The University of the Philippines\,\nin partnership with the UP Manila – National Institutes of Health\,\nand in cooperation with UP Philippine General Hospital and UP College of Medicine\,\nwould like to invite you to attend this webinar! \n  \nRegistration slots are limited to this HEALTH UPDATES webinar\nSo sign up NOW:\nbit.ly/HealthUpdatesWebinar263 \n  \nWebinar #263\nNovember 14\, 2025 (Friday)\, 12:00 noon\n1M Pinoys Displaced by Typhoon Uwan: Paano Ang Kalusugan Nila?\n\nPanelists:\nDR. TEODORO J. HERBOSA\nSecretary\nDepartment of Health\n\nDR. ARTURO M. PESIGAN\nFormer WHO Representative to Yemen\nInternational Expert on Health Emergencies\n\n———————————————————–\n\nWebinar #263\nNovember 14\, 2025 (Friday)\, 12:00 noon\n1M Pinoys Displaced by Typhoon Uwan: Paano Ang Kalusugan Nila?\n\nThe recent catastrophic impact of Typhoon Uwan\, resulting in the internal displacement of over one million Filipino citizens\, presents an acute challenge to the nation’s public health infrastructure that necessitates immediate\, evidence-based intervention and strategic multi-sectoral coordination. This critical displacement crisis extends far beyond the immediate humanitarian requirement for shelter\, triggering complex secondary health sequelae rooted in the principles of disaster epidemiology and environmental health.\n\nThe massive convergence of populations in temporary evacuation modalities generates high-density settings\, dramatically increasing the transmission potential for communicable diseases\, including but not limited to acute diarrheal illnesses\, arboviral infections such as dengue\, and severe acute respiratory infections. In addition\, the compromised integrity of water\, sanitation\, and hygiene (WASH) systems critically exacerbates this risk profile\, demanding synchronized clinical and community-level preventative strategies.\n\nMoreover\, the disruption of continuity of care represents a significant threat to long-term population morbidity and mortality. The systemic failure within the healthcare supply chain\, coupled with the structural damage sustained by frontline medical facilities and the concurrent victim status of healthcare personnel themselves\, creates an environment where patients reliant on chronic disease management\, specifically those with non-communicable diseases like hypertension\, diabetes mellitus\, and complex oncological conditions\, are subject to perilous treatment interruptions. The specific vulnerability of pediatric\, geriatric\, and obstetric populations in such austere settings must also be rigorously addressed\, particularly concerning maternal and child nutrition security. Finally\, this event has precipitated a widespread psycho-social crisis; the sustained psychological trauma resulting from catastrophic loss of domicile\, livelihood\, and existential security mandates the immediate integration of mental health and psychosocial support (MHPSS) services into the immediate response architecture.\n\nIn this week’s episode\, we will have two panelists: Secretary Teodoro J. Herbosa of the Department of Health\, who is a distinguished authority in trauma and disaster medicine\, and Dr. Arturo M. Pesigan\, who is the former WHO Representative to Yemen and is also an international expert on health emergencies. They will offer invaluable local and global perspectives on resilience and health systems stabilization during protracted crises.\n\nJoin us as we learn how to foster robust health system resilience in the face of escalating climatic threats. Together\, we can stop preventable deaths.

SUMMARY:Street Talk: On Southeast Asian Contemporary Art\, Audiences\, and Agency
DESCRIPTION:HAPPENING AT PAROLA 📚\n\nAll are invited to Street Talk: On Southeast Asian Contemporary Art\, Audiences\, and Agency\, a discussion with Singapore-based art historian and curator Dr. Iola Lenzi\, happening on Thursday\, November 6\, 4:30 PM at the Gallery Lobby of Parola.\nThe event is part of the Philippine leg of Lenzi’s book launch of “Power\, Politics and the Street: Contemporary Art in Southeast Asia after 1970.”\n\nIola Lenzi’s book is a single-author transnational history of Southeast Asian contemporary art that traces field emergence back to 1970s Indonesia and Philippines\, connected to 21st century examples in the wider region today. By showing shared traits of art produced over five decades in eight countries\, the book makes a case for a distinctive Southeast Asian contemporary art. It uncovers how and why Southeast Asian artists developed socially-engaging\, conceptually-inflected idioms that today deserve their place in broader global contemporary art.\n\nIola Lenzi\, LLB\, PhD is a Singapore historian\, educator\, and curator of Southeast Asian contemporary art. Framing her research in Asian cultural and historical contexts\, Lenzi illuminates connections between artistic innovation and social-political conditions in post-1970 Southeast Asia. She teaches Southeast Asian Contemporary Art History as well as Contemporary Curating at Nanyang Technological University\, Singapore\, and in the MA of Asian Art Histories Programme of Lasalle/University of the Arts\, Singapore.\n\nShe has solo or lead-curated some 40 exhibitions in Asia and Europe\, and authored-edited six multilingual anthological research publications on Southeast Asian art. She is the author of Museums of Southeast Asia (2004)\, and her most recent book is Power\, Politics and the Street: Contemporary Art in Southeast Asia after 1970 (Lund Humphries\, 2024).\n\nPresented by the UP College of Fine Arts\, through the UP Fine Arts Gallery (Parola) and the Department of Theory.\n\nFREE AND OPEN TO THE PUBLIC\n\nSource: UP Fine Arts Gallery Facebook

SUMMARY:Puksaan Kung Puksaan: Ang mga Kasarian\, ang Demokrasya\, at ang Dahas ng Lenggwahe
DESCRIPTION:The UP Third World Studies Center\, with the Rosa Luxemburg Stiftung Southeast Asia\, invites the public to Puksaan Kung Puksaan: Ang mga Kasarian\, ang Demokrasya\, at ang Dahas ng Lenggwahe\, the first installment of the 2025-26 UP TWSC Francisco “Dodong” Nemenzo Jr. Public Forum Series: Bugso at Bisa ng Magkakasalungat na Pagkilos sa Demokrasya.\n\n📆 DATE: October 30\, 2025\n⏰ TIME: 10:00 am to 12:00 noon\n📍 VENUE: Pilar Herrera Hall\, Palma Hall\, College of Social Sciences and Philosophy\, University of the Philippines Diliman\n📝 REGISTER: https://bit.ly/TWSCPuksaan\n\nAmidst chants of “Zaldy\, Zaldy Magnanakaw” and “DPWH\, Kurap Kurap Kurap\,” sexually explicit choruses implicating Jinggoy\, Marcos and the Discayas were also heard and plastered all over the placards raised during the September 21\, 2025\, mobilizations. In an anti-corruption movement\, what significance does outing a corrupt politician hold? When brewing action against state greed\, why is rage propositioned in terms of sexual domination? Laughter is an immediate reaction\, but it reveals to us a glossed over issue on how we use both gender and sex in democratic discourse.\n\nContradiction arises when we indirectly demean through the pronouncements\, we deploy queer groups and victims of sexual violence with whom we share democratic spaces with. Creating such categories of un/acceptability limits the scope of our progressiveness. With LGBTQIA+ groups already under pressure from structural violence\, linguistic and epistemic violence also create further cleavages from within.\n\nGendered language has been a major tool for political organization with the construction of “mothers” and “fathers” of a nation\, the existence of “mother nature\,” the assignment of countries as “she/her” damsels\, and the usage of queer terms to shame and demonize people. Invisibility and restriction of the queer lead to suffering and termination\, as exemplified in cases from the West. These hidden transgressions in LGBTQIA+ politics have shaken Philippine democracy at a level we have not fully articulated yet.\n\nTo discuss queerness is to reveal normativity entrenched in the heterosexual\, it is to make visible the raptures that skew what is deemed to be straight. How do we even pursue progressive queer politics when queer individuals themselves are compelled to follow heterosexual norms? If democracy is claimed as the power of the people\, where is power for those whose identities are used for humiliating the corrupt? Where is power for those who are victimized by those they consider allies?\n\nThe first installment of the UP TWSC 2025-26 Francisco “Dodong” Nemenzo Jr. Public Forum Series focuses on the idea of the queer—both as an identity marker and an analytical lens—in examining Philippine democratization today. We interrogate how imposed heteronormativity affects the political constructions of those within and outside the queer and how these can affect democratic deliberation and contestation. What challenges do we face with the rigidity of heteronormativity? In the debate between identity and difference\, how can queer political liberation be realized? How do we engender genuine recognition\, representation\, and protection of the queer in democratization? What does queering Philippine democracy entail?\n\nℹ️ Read more about the 2025-25 UP TWSC Francisco “Dodong” Nemenzo Jr. Public Forum here: https://www.facebook.com/share/p/16HRevt83h/\n\nSource: UP Twsc Facebook

SUMMARY:“Anticorruption Campaigns\, Regime Change\, and Proprietary Polity”
DESCRIPTION:The UP Third World Studies Center (TWSC) and Sarilaya-Development Workers’ Chapter invite the public to a free lecture titled “Anticorruption Campaigns\, Regime Change\, and Proprietary Polity” by Dr. Antoinette R. Raquiza. This lecture is based on a chapter of the same title first published in the book “The Political Logics of Anticorruption Efforts in Asia.”\n\nDATE: October 28\, 2025 (Tuesday)\nTIME: 2:30 PM – 5:00 PM\nVENUE: Pilar Herrera Hall\, Palma Hall\, University of the Philippines Diliman\nRegister here: https://forms.gle/rGgt5q3fmtPpHbsX6\n\nThe Philippine anti-corruption campaign\, triggered by the recent exposes on elected officials’ cannibalization of the national budget to the tune of billions of pesos\, is gaining steam. Street protests are drawing in greater numbers and becoming more organized with different political groups coalescing around common political calls—a development that follows a distinct roadmap of regime change that emerged with the ouster of the Ferdinand Marcos Sr. regime in 1986\, and was successfully replicated in 2001 against President Joseph Estrada.\n\nThis roadmap that is popularly called EDSA uprising has four main elements: media exposes\, street mobilizations\, parliamentary proceedings (these days in the form of the filing of impeachment)\, and military action. The lecture will seek to answer the question: Will today’s anti-corruption campaign lead to regime change? By way of answer\, the talk will compare the anti-corruption campaigns that targeted Estrada and President Gloria Macapagal Arroyo. Both campaigns followed the EDSA roadmap but the mobilizations against GMA failed not only to oust her in 2004\, but also to serve as a constraint to corruption.\n\nFindings of the present study suggests that that different outcomes can be attributed to the campaigns’ institutional settings and political context that Professor Raquiza calls the proprietary polity—a configuration of elite rule in which\, because of the lack of robust state institutions\, the power of the political leaders derives from their family wealth and social connections while that of the technocrats\, mainly recruited by the President from his or her circle of friends\, campaign advisers\, and allies\, are mainly dependent on the appointing authority. In the comparative study of the two cases\, all other things (i.e.\, media exposes\, social movement\, military action) being equal\, it was control over the Lower House and thus the command over the traditional channel of patronage that decided on the fate of Estrada and Macapagal Arroyo.\n\nFrom a proprietary polity perspective\, to more fully address corruption\, there is a need to strengthen institutional constraints on executive power at the different levels of governance\, and set up cross-class alliances to push for institutional reforms\, including the building of strong independent political parties.\n\nAntoinette R. Raquiza\, PhD is the convenor of the political economy program of the UP Center for Integrative and Development Studies and president of the Asia Pacific Pathways to Progress Foundation\, Inc. She earned both her PhD and MA in political science from the City University of New York Graduate Center and taught Southeast Asian and Philippine Development Studies at the UP Diliman Asian Center. Specializing in the political economy of late development\, her research interests cover governance and development policies\, comparative political institutions\, globalization and international political economy\, as well as identity politics and conflict studies.\n\nSource: UP Twsc Facebook
