DESCRIPTION:OPENING NEXT WEEK: Dokumenterte: Documenting Duterte in images\, 2016-2022\n​\nA solo exhibit of cartoons by Renan Ortiz opens on November 5 (Wednesday)\, 5 p.m. at the UP Fine Arts Gallery (Parola).\n​\nA visual artist\, art educator\, and activist\, Ortiz offers a landmark survey of political cartoons made during the regime of former President Rodrigo Duterte. A response to the ongoing developments at the International Criminal Court (ICC)\, the exhibit gathers six years of cartoons\, caricatures\, and comics drawn and posted in the Facebook platform Cartoons and Philippine Politics and published in the alternative paper Pinoy Weekly. Curated by Lisa Ito\, these images captured the temper of the times as visual practices of expression\, dissent\, fact-checking\, and evidence. The seminar will be on December 3\, 2026 (Wednesday)\, 12NN\, at Room 301\, Encarnacion Hall\, School of Economics\, University of the Philippines.\n\nSeminar title: Bilateral Contract Formation and Spot Market Equilibria in the Electricity Market\n\nAbstract:\nElectricity prices in the Philippines have remained high despite the restructuring of the energy market and the establishment of the spot market under EPIRA. This outcome motivated the introduction of the Competitive Selection Process (CSP) to enhance competition and transparency in bilateral contracting. However\, its system-wide effects\, particularly its interaction with the spot market\, remain underexplored. The thieves need the beggars to elect them to office in what is\, for all appearances\, a democratic contest. Once in office\, the elected professional plunderers\, usually acting in concert\, raid the public treasury with wanton abandon so as to create a permanent impoverished class. Through the professional plunderers’ public show of piety and benevolence\, especially during times of crises\, the impoverished class is to be kept barely alive and half sentient until the next electoral exercise.\n\nThere are\, of course\, other entities in this decidedly Filipino circle of hell.\n\nCharities have been outlets for aid directed at specific sectors. Despite the impact non-government organizations have provided over the years\, philanthropy remains a morally insidious practice. This mode of aid privileges elite\, wealthy\, and well-off individuals to maintain distance from addressing the systemic issues that create charities in the first place. Goodwill becomes self-gratification in charity; it is a method to make a fool out of making a difference. At its peak\, charity creates an imaginary goodwill class with a wellspring of funds and compassion. But what do we achieve after we donate to charities? What do we address through it—the symptom or the cause?\n\nUnfortunately\, civil society as a whole is largely entangled with the issue of aid. A lot of civil society projects and activities rely on external funding\, whether it be through private donors or aid foundations. Like in other countries\, Philippine civil society has been the beneficiary of international aid-giving bodies such as USAID and the UN. Contingent on funding\, the reach and function of their support become scarce. This conjures the bleak reality that—to an extent—democracy runs on aid. If our main source of funding is international bodies\, does this spell out that Philippine democracy is not wholly dependent on the Filipino people?\n\nAs resistance against these issues\, mutual aid has become a viable political act. As social safety nets and institutions fail the public\, grassroots movements motivated by rage and compassion organize projects that band-aid immediate needs while also addressing narratives of suffering. This recalls the notion of bayanihan\, albeit with the risk of romanticization. Even if the logic of mutual aid aligns with contestatory politics\, is its current praxis sustainable for Philippine democratization? Can it and will it end up in the same moral pitfalls of ayuda and charity? Will aid—born out of grassroots solidarity—be the end-all be-all of democratic resistance?\n\nThe second installment of the 2025-26 UP TWSC Francisco “Dodong” Nemenzo Jr. Public Forum Series focuses on the idea of how aid becomes the lifeline of democracy. For years\, much has been discussed about political patronage and public misery\, while little has been conversed about the horizontal relationship of aid through solidarity projects and mutual aid and how these factor into our democratic frameworks. With this\, how does the public grapple with the reality of aid dependency? Does democracy promote aid dependency? How do Filipino values of malasakit\, utang na loob\, and pakikipagkapwa inform our democratic actions? How can we escape from limiting our democratic participation in the discourse of aid? In this week’s episode\, we will dissect the various elements contributing to this persistent fragmentation by moving beyond anecdotal observations to a rigorous\, evidence-based analysis.\n\nThe core of the issue lies in the complex interplay of a devolved governance structure and a multi-payer financing landscape. The decentralization of health functions to Local Government Units (LGUs)\, while democratically sound\, has inadvertently led to vast disparities in service delivery capacity\, resource allocation\, and technical expertise across provinces and municipalities. This results in scenarios where a patient’s access to timely\, high-quality care — ranging from chronic disease management to emergency maternal services — is often contingent not on clinical need\, but on geographical location and the fiscal capacity of their LGU. In addition\, the co-existence of national health insurance (PhilHealth)\, Department of Health (DOH) programs\, and LGU-sourced budgets creates siloed funding streams that often overlap or\, conversely\, neglect vital public health functions\, exacerbating out-of-pocket expenditures for the most vulnerable.\n\nTo illustrate this complexity\, our speakers will discuss the fractured referral pathways between a rural health unit and a tertiary hospital\, or the lack of interoperability between disparate health information systems. Such instances reveal the systemic inefficiencies that not only strain the resources of providers but also diminish the patient experience and compromise continuity of care. The fragmented Human Resources for Health (HRH) distribution\, marked by the severe maldistribution of specialists and the perennial “brain drain” of nurses\, further compounds this problem\, leaving many underserved communities with insufficient personnel to implement UHC’s primary care-focused mandate.\n\nCrucially\, this session is not simply a problem-focused deliberation. We will also discuss actionable recommendations and ways forward. We will outline key strategies for governance alignment by emphasizing the integration of provincial-wide or city-wide health systems to ensure a unified health network. We will also explore the transformative potential of strategic purchasing within PhilHealth and the necessity of robust\, interoperable digital health solutions to bridge informational and geographical gaps.\n\nOur main speaker is a Senior Research Fellow from the Ateneo Policy Center\, Dr. Kenneth Y.
